Mrs. McKinney is a Family Advocate volunteer. She began in October of 1996. She counsels with parents who are represented by the Alternate Public Defender in dependency cases (child abuse and neglect) to help them reunite safely with their children. Mrs. McKinney is currently pursuing her Masters Degree in Human Services with a major in Community Psychology. Mrs. McKinney, stated "[Working] ... as a Family Advocate has provided me with a great deal of insight as to the amount of services a family may require to comply their reunification program. Many clients are not familiar with the resources available to them. For some clients the language can be a barrier in utilizing existing services. My clients appreciate the fact that I live in their neighborhood and that I am aware of the community". Sylvia McKinney has contributed a total of 560 volunteer hours.

WADE

Carol Wade serves the Department of Animal Control by assisting with pet adoptions and exercising and bathing dogs. Her dedication is exemplified by her experience in rescuing a small breed dog from the shelter. The dog went through extensive surgery and is recuperating nicely thanks to Carol's efforts, Carol is an administrator in a Biotech Company She has been instrumental in placing small breed dogs in good homes.
She has also fostered many dogs which were older and needed medical attention.
Carol has been volunteering for over two years with the Department
of Animal Control, contributing over 300 hours of volunteer time.
She resides in District 3.

Lois French provides expertise in volunteer training and in Advisory Board development in many organizations in San Diego County. She also enjoys working with intergenerational programs in schools, libraries, and especially with the Girl Scouts. Lois makes a special contribution every March for Women's History Month when she portrays important women in history. Lois has been part of the Area Agency on Aging serving as a member of the AAA Advisory Council since 1987, Chairing the Advocacy Committee. She joined the Retired and Senior Volunteer Program Advisory Council in 1995, Chairing the Volunteer Recognition Committee. She has a lifelong commitment to service through volunteer activities
to many organizations and is the recipient of the Marguerite Schwarzman
Award - 1996; Senior Advocacy Award - San Diego Blood Bank Award.
Lois resides in District 2.

Joan Endres is on staff as Resource / Volunteer Manager & Gallery
Docent at the Centro Cultural de la Raza where she has gained a unique
exposure to ethnic creativity and concerns. Joan has been the Clerk
of the Board of Supervisors' Coordinator of the County's Art Halls / Art
Walls Program for the past four years. Joan's efforts in bringing
original artwork to the County Administration Center are greatly appreciated
by the public conducting business at the County Administration Center,
and the County staff who work here. Joan resides in District 2.

Carol Frye Graham volunteers at the Farm & Home Advisor University of California's Cooperative Extension as a Master Gardener. She organizes and assists staff composing educational exhibits on the topics of horticulture and pest management at the Del Mar Fair, Earth Day, and other events around the County. Carol is an active, charter member of the Master Gardener Program since 1983 with more than 1,400 hours of service in a variety of public educational and organizational support activities. Carol resides in District 3.

William Hutchinson, Pat Magarity, and Kay Thele all belong to the Hilltop Baptist Church. Every Saturday morning for the past five years these volunteers have been faithfully supervising visits between parents and their children who are not living together based on orders from the Juvenile Court. The goal is to reunify these families so that they can live healthy, happy lives. These three volunteers have provided over 1,000 hours to families experiencing difficult times. These volunteers are motivated by seeing families move toward healthier relationships through positive interactions and ultimately coming together. The County of San Diego's Health and Human Services Agencies relies
on its partnerships with the public to create and keep safe and healthy
families. The Hilltop Baptist Church and these three wonderful volunteers
are in District 1.

Mae Trager has been a mainstay in the Grandparents and Books Program since its inception at the Imperial Beach Branch Library in 1994. This program regularly provides the library's youngest customers positive interactions with kind, sharing people with the joy of the written word, as well as the world of ideas - three strong foundations for a life filled with learning and personal fulfillment. She also helps with story time programs and takes part in the activities of the Imperial Beach Quilters in support of the Library. She has been with the Chula Vista Literacy Team since 1988 and was selected its Tutor of the Year in 1993. She also participates in the San Diego Police Department's Retired Senior Volunteer Program. Since 1994, she has ben a Ride-Along Volunteer for the South San Diego Citizen Patrol. Mae's dedication to serving the individuals in her community in so many ways is an inspiration to all people in San Diego County. Mae resides in District 1.

Sylvia Jones conducts customer surveys twice a week in the Jury Lounge, assists clerical personnel, screens the morning check-in line, and helps staff the Information Desk. Sylvia exemplifies the best that volunteers can offer to the Court. She is knowledgeable, dependable and always willing to tackle new assignments. During the past year Sylvia has volunteered 200 hours to the North County
Municipal Court. She resides in District 5.

MARQUEZ

Vivian Marquez has volunteered for the past 16 months with the Department
of Parks and Recreation removing the non-native arundo donax plant along
the Sweetwater River. Since December of 1996, volunteers have met
once a month targeting an original 23 acres for removal of this non-native
plant and have since identified an additional five acres to work.

Fred Rogers has been a volunteer with the Probation Department as a literacy tutor since October of 1996. Every Monday, Fred faithfully makes his way to Juvenile Hall and helps the young men in Unit 100 improve their reading and writing skills. Fred is a generous and caring person who believes in these young men. He truly feels that if he makes an impact in just one young life, his time there has been well spent. Fred is always encouraging others to volunteer, and from his church, St. James by the Sea, he presented a check for $900 for use in the Juvenile Hall Literacy Program. Fred is an exceptional volunteer who is very deserving of recognition. Since October of 1996, Fred has volunteered 102 hours; he resides in
District 3.

Candi Corless has volunteered with the Department of the Public Defender since September of 1997. During the move to a new El Cajon Branch facility Candi donated additional hours to help make the move a smooth one. She cheerfully accepts tasks and can be counted on to make certain it is completed with great efficiency. Candi donates six hours a day four days a week and had volunteered over
600 hours in the last six months; she resides in District 3.

Richard Hensle has been volunteering his time to the Department of Public Works, Flood Control Section by collecting data as a rainfall observer for the past two years. Mr. Hensle maintains a computerized weather station at his home and regularly reports his findings to the department. It is the dedication of Richard Hensle and other rainfall observers that allows the County to produce quality long-term rainfall records. The information in the rainfall records provides a basic element for the Department of Public Works, Flood Control Section, to establish standards for the design of structures in and around creeks, rivers, and other drainage facilities. Richard resides in District 2.

Department.

FRANK
MORELL

|
Frank Morell is one of 44 attorneys participating in the Small Claims Pro-tem Judges Program. He volunteers his time to hear small claims cases, resolving disputes without delay. He is a good mediator and knows how to lead people to be more positive, practical, and productive about the situation. Frank Morell has served as a Pro-tem Judge for South Bay Municipal Court since January, 1988, and is one of the pioneers of the program. Frank is active member on the Criminal Justice panel of the Federal
District Court in San Diego, representing indigent defendants from 1979
to the present. He has been active in the State Courts of California's
Indigent panels accepting levels one through three and Juvenile Court proceedings
for the past twelve years. He is also an active volunteer in his
community. Frank resides in District 1.
