The Clerk of the Board of Supervisors offers Passport Acceptance Services on the Fourth Floor of the County Administration Center at 1600 Pacific Highway. The Administration Center offers free two-hour public parking and is conveniently located near downtown San Diego. Passport Acceptance Service is offered on a walk-in basis between the hours of 9 a.m. and 4 p.m. We also offer passport photo services.
The Clerk of the Board of Supervisors as a Passport Acceptance Facility is responsible for the following:
- Review your passport application for completeness,
- Establish proof of identify of the applicant,
- Verify citizenship information,
- Administer oath,
- Witness applicant's signature,
- Collect fees,
- Package accepted applications and mail to the Department of State.
We recommend that applicants:
- Keep their receipt,
- Check the status of their passport application by logging on to http://travel.state.gov/passport,

Passport Application Processing Steps
First, identify the appropriate form, complete it, but do not sign. Forms are available at our office and online at http://travel.state.gov. Using the incorrect form will delay the issuance of your passport.
To complete your passport application, be prepared to present:
- Proof of U.S. Citizenship (ONE of the following documents):
- If you were born in the U.S., a Certified Copy of your Birth Certificate issued by the state, city, or county of your birth. A Certified Copy will have a raised, embossed, impressed, or multicolored seal and the date the certificate was filed. NOTE: Hospital Birth Certificates, and Abstracts from California and Texas, are not acceptable.
- If you were born in the County of San Diego, you may obtain a copy of your birth certificate from the County Recorder/Clerk in Room 260, County Administration Center.

- If you were born abroad, bring a Certificate of Naturalization, Certificate of Citizenship, Report of Birth Abroad of U.S. Citizen, or a Certificate of Birth (Form FS-545 or DS-1350).
- Proof of Identity
- Must consist of ONE:
- A previously issued U.S. Passport
- A Certificate of Naturalization or Citizenship
- A valid Driver’s License or State-issued Identification Card
- Government or Military Identification
- Two Photographs

The Clerk of the Board now offers passport photo services! Passport photos are $10 for two color photos.
- Photographs must be taken within the past six months, be identical, 2x2 inches, in either color or black/white.
- Photograph must show a front view, full face, on a plain, light background. NOTE: Vending machine photographs are NOT ACCEPTABLE.
- Two-Parent Signature
- ALL passport applicants must appear in person including minors under age 16.
- Both parents must appear with a child under age 16. If a parent cannot appear, a notarized consent must be submitted by the other parent. If the parent cannot be reached to give written consent, a notarized explanation must be submitted by the appearing parent. If the child is over 16 years old, only one parent needs to appear.
