On October 11, 2009, Governor Schwarzenegger signed into law Assembly Bill 1020. This bill places anti-entrapment devices and systems into the existing California public pool safety law and adopts most of the requirements from the federal Virginia Graeme Baker (VGB) Act that went into effect in December 2007. In San Diego County, the Department of Environmental Health, Food and Housing Division (FHD) is the lead enforcement agency for the implementation and enforcement of this bill as it pertains to public pools. The advisory notice includes a summary of the changes to the law and the requirements for the anti-entrapment devices for new and existing pools, as well as information on the new compliance form and the collection of an annual surcharge for the state Department of Public Health. If you have any questions regarding the surcharge, please contact the state Department of Public Health at (916) 449-5661.
