Planning Commission

January 2003

Receive direction from the Planning Commission regarding the Land Use Framework, Regional Maps, Population Forecast, Draft Regional Goals and Policies, and Equity Mechanisms associated with General Plan 2020. Another purpose is to receive direction from the Planning Commission on the distribution of residential land use within the unincorporated County through a community map review process.

August 2003

Receive direction from the Planning Commission regarding land use designations for residential properties that were referred back to staff during a series of Planning Commission and Board of Supervisors hearings on GP2020 held between January 31 and June 25 of this year.

February 2005

Receive direction from the Planning Commission on commercial and industrial designations and resolution of special study areas. As earlier Planning Commission and Board of Supervisor actions have endorsed the residential land use distribution, this hearing is not intended to consider changes to other residential land uses. Another purpose of this hearing is to receive direction on proposed revisions to the Land Use Framework and on Planning Criteria used to develop countywide commercial and industrial proposals.

July 2006

Receive direction on a Circulation Element (CE) road network that is needed to support future land use development within the unincorporated County, and to establish a framework for CE road standards. Board direction is also needed for the proposed August 2006 Draft Land Use Map, which includes modifications made to the June 2005 Draft Land Use Map needed to balance land use with circulation plans.

Board of Supervisors

May 2003

Receive Board endorsement for the direction taken by the General Plan 2020 update on the following products: Planning Concepts, Draft Regional Goals and Policies, Land Use Framework, Regional Structure Map, Regional Land Use Distribution Map (December 2002 Working Copy Map and related Population Forecast), and Statements of Legislative Intent.

August 2003

Draft policy to resolve conflicts for applications that are currently in process, commonly referred to as “pipelining”.

Resolution to the conflict of purpose with some members of the Interest Group.

September 2003

Receive Board direction for staff recommendations on 183 residential property referrals identified during Planning Commission and Board of Supervisors hearings on GP 2020 held from January 31 through June 25, 2003.

May 2004

Review information on traffic forecasts for the eight scenarios, to review updated information on groundwater conditions, and to receive Board direction for staff recommendations on a residential land use distribution map.

May 2005

Receive direction from the Board of Supervisors on commercial, industrial and other non-residential land uses. This includes evaluation of staff recommendations on revised land use designations, planning criteria for commercial and industrial land uses, revisions to the land use distribution maps for non-residential uses, and completion of planning efforts for three of the five special study areas.

August 2006

July 23, 2008

Staff provided a project update to the Board of Supervisors on July 23, 2008.  The update includes a report on the progress to date and highlights key issues that staff has identified relating to the completion of the project.  At the update hearing, the Board of Supervisors directed staff to remove a Specific Plan from the Valley Center Referral Map.  This action resulted in a one month delay on some near term project deadlines, however the project remains on the overall schedule for completion in Fall 2010.  An updated Valley Center Referral Map is on the General Plan Update Website under Land Use Alternatives.  The Statement of Proceedings are now posted (Item 23) and Video of the Hearing is available on the County Television Network Website.

May 13, 2009

Staff provided a project update to the Board of Supervisors on May 13, 2009.  The update included a report on the progress to date and highlights key issues that staff has identified relating to the completion of the project.
