Medi-Cal is a program that provides health insurance for low-income families. It offers medical, dental, vision and mental health care at little or no-cost to eligible families. In other parts of the nation, this program is known as Medicaid.

Medi-Cal is the State of California's Medicaid program, which provides free medical coverage to low-income state residents. Application packets are available at any Family Resource Center. Persons can apply by mail also; they should call ACCESS, toll-free at the number above.

Benefits CalWIN is our new website where you can find out if you might be eligible to Food Stamps and/or Medi-Cal benefits. You can also begin the application process by completing an easy online application and submitting electronic copies of your verifications. Simply select the www.benefitscalwin.org link to begin the process.

Facilities where this Service is offered:

  Families of any size are eligible if they meet income guidelines. The following persons may be eligible:

  • Children under 21 years of age
  • Persons 65 years of age and older
  • Disabled and blind persons
  • Pregnant women
  • Families where at least one child is under 21 and at least one parent is absent, disabled, unemployed or working (depending on hours worked and income earned)
  • Anyone who is eligible for CalWORKS; Supplemental Security Income and State Supplemental Program (SSI/SSP); Entrant or Refugee Cash Assistance (ECA or RCA); or In-Home Supportive Services (IHSS)

Families with working parents may also qualify. They may have to pay a share of their medical expenses.

Income Tax Assistance:

Free tax preparation services are available for low-to moderate-income individuals and families (generally, $49,000 an below) at Thrive San Diego - IRS Volunteer Income Tax Assistance (VITA) Program.  Qualified individuals and families can get up to $5,600 (with children) or $457 (no children) in Earned Income Tax Credit (EITC).  Getting EITC dollars will not affect Medi-Cal benefits.  Call 2-1-1 to find a free tax preparation site near you to get more information.  You can also log on to http://thrivesandiego.org/index_files/aboutvita.htm
