Ramona Grasslands Preserve Project – Mitigated Negative Declaration
The Draft Mitigated Negative Declaration (MND) and Initial Study for the Ramona Grasslands Preserve Project are now available for public review and comment. The project proposes 8.6 miles of non-motorized multi-use trails, including 6.5 miles of existing trails and 2.1 miles of new trails within the 3,490 acre Ramona Grasslands Preserve. In addition, 2.0 miles of pathways are proposed along Highland Valley and Rangeland Roads. New infrastructure proposed for the northeast portion of the Preserve includes a staging area (three acres in size including visitor parking for 30 cars and 18 vehicles with horse trailers); ranger station/interpretive center/restroom facility; maintenance building; primitive amphitheatre; picnic areas; viewing pavilion/visitor kiosk; utility trenching; horse arena; and two volunteer pads. Public access in the northwest portion of the Preserve includes a proposed crossing of Santa Maria Creek. The project will also implement management directives in accordance with the Resource Management Plan.
The project is located at the Ramona Grasslands Preserve southwest of the unincorporated township of Ramona, west of State Route 67, north of Highland Valley Road and east and west of Rangeland Road. NOTICE IS HEREBY GIVEN that the County of San Diego, Department of Parks and Recreation (County) will be the Lead Agency and will prepare an Environmental Impact Report (EIR) in accordance with the California Environmental Quality Act (CEQA) for the San Elijo Lagoon Restoration Project (SELRP or project). The County is seeking public agency, interest group, and citizen input on the scope and content of the environmental information to be included in the EIR/Environmental Impact Statement (EIS). Because the SELRP is a cooperative effort between the County and the U.S. Army Corps of Engineers (Corps), the project will require the preparation of a joint National Environmental Policy Act (NEPA)/CEQA EIS/EIR. A separate Notice of Intent to prepare an EIS for this project will be sent out by the Corps.
The SELRP is a restoration project to enhance and restore the biological function and values of the San Elijo Lagoon. The study area covers approximately 961 acres. The project will require approval by the Corps, as well as other federal, state, and local resource agencies and jurisdictions. The project is located within the City of Encinitas, in San Diego County.
The Notice of Preparation contains a more thorough project description, a regional location map, and a study area map, along with a description of the probable environmental effects of the project. Comments on the Notice of Preparation document must be in writing and must reference the project name; they may be sent to the following email or address:

Lawrence and Barbara Daley Preserve Habitat Restoration Project – Negative Declaration
The Draft Negative Declaration (ND) and Initial Study for the Lawrence and Barbara Daley Preserve Habitat Restoration Project are now available for public review and comment. The proposed project consists of the treatment and removal of invasive, non-native plants, and revegetation with native species along Dulzura Creek for purposes of habitat restoration. The project is located within the Lawrence and Barbara Daley Preserve, north and east of Highway 94 and south of Honey Springs Road in the unincorporated community of Dulzura (Assessor’s Parcel Numbers 600-090-27; 600-150-07; 600-150-08; and 600-160-17).
